User locale based date format with append time option in Parameter object

While using locale default option along with the date format user can now choose the Time part as well.

Parameter designer now have a Prompt format option in which he can choose Append Time option along with Apply locale default.

Append time will be active only when Apply Locale Default is chosen.

This is available for embedded parameters designed in studio or on portal as a parameter object.
